Japan notes printed in an antique shop?

I was shopping in an antique shop, browsing some cheap no notes in circulation. I found a pair that confuses me. They said (in English) that have been printed by the Japanese government, but a bill has been another pesos and cents. Is this true or is a period in history in Japan has been allowed to print money from others?

I guess it was WW2 when the Japanese currency belong to the Philippines.
